The Portsmouth City Council is in denial. They want to believe they were elected honestly, rather than the beneficiaries of dirty tricks. But the Attorney General’s Office found otherwise.
Steve Marchand, disgraced former Mayor of Portsmouth, was found to be both a cheater and a liar. He’s a cheater because he damn well knows the rules about political disclosure, but thought he could flaunt them and get away with it. He’s a liar, as the document shows, as he repeatedly changed his story as investigators found more evidence against him. Marchand initially claimed that he knew nothing about the fake website he created but eventually was forced to concede that he was sole creator of it.
