South Mill Pond is a dumping zone

Did you know that the wastewater treatment plant has a waiver that allows it to dump some water into the river without being fully treated? They wouldn’t have to do this if they purchased another sludge pump, for which the city has the money, but refuses to spend. Doesn’t the City Council care about the environment?
